Reading a Subcontractor Quote Beyond the Bottom Line

A subcontractor quote that lands 8% below the next bidder is not automatically the right choice. On civil drainage packages we reviewed last year, the lowest quote often excluded traffic management revisions, after-hours work, or dewatering beyond a fixed number of pump days.

Start with the scope document

Match every line in the quote to your scope issue sheet. Missing items are not always mistakes — sometimes they are deliberate exclusions. Highlight anything that says “by others,” “subject to,” or “allowance only.”

Programme assumptions

Ask when the subcontractor plans to start and how many crew days they have allowed. A cheap quote with a six-week float assumption fails when your head contract has a two-week penalty clause.

Insurance and licensing

Confirm QBCC licence class covers the work. Verify current insurance certificates. We have seen quotes from unlicensed operators on specialist work — the liability sits with the head contractor.

Variation triggers

Read the variation clause before award. Some subcontractors price low knowing variations will follow. A quote with tight scope definitions protects you at tender; loose definitions cost you at slab pour.

Before you sign, run a 30-minute internal review with your estimator and site supervisor. If gaps remain, a focused cost review engagement costs less than a single missed preliminary line item on a live job.
